I\u2019m Dewayne Payne, a Culpeper native and a proud lifelong resident of the Stevensburg District. I am a full-time farmer who has an unwavering commitment to my community. I graduated from Culpeper County High School, then earned both a Bachelor\u2019s and a Master\u2019s degree in Business Administration.<\/p>

Over the past twenty years, I\u2019ve devoted myself to our community, serving two terms on the County Planning Commission, four terms on the Culpeper Farmers Cooperative (where I currently serve as Vice President), and remaining active in civic initiatives. I\u2019ve seen firsthand the issues that matter to us, from preserving our rural character and supporting thoughtful, manageable growth to demanding clear, accountable government.<\/p>

Farmland Preservation<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tFarmland is not only a crucial part of our heritage, but is still the largest industry in our local economy. I will work to keep farmland in agricultural production by creating an environment that preserves the farmer and landowner. Low taxation, flexible agricultural zoning, and voluntary conservation programs are tools in preserving our farmland. We must create an environment that allows our farmers to survive and succeed, and in turn preserve their land. We must support our farmers. Agriculture is now a diverse industry in Culpeper County. While many of us still need large tracts of land, others can succeed on a much smaller footprint. Regardless of scale or scope, we must provide stability so they can accordingly plan their future. Farmers are already faced with so much uncertainty. Our local government cannot continue to be another source of uncertainty. We must preserve agriculture as the largest industry in our local economy, not just to preserve land simply for open space.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Fiscal Responsibility<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Prudent budgeting, pay-as-you-go, and zero tolerance for waste. I believe our local government must live within its means. I will prioritize efficient use of taxpayer money, focus on essential services, and carefully scrutinize spending to eliminate waste. We must create a balance of providing services and infrastructure while eliminating our debt and keeping taxes low. Proffers must be paid upfront by developers, taxpayers cannot be left with the financial impacts of development. The more debt we take on, the higher our taxes will be.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Smart land-use planning without sacrificing rural character or straining our roads, schools, and emergency services. While I may not agree with some past rezonings from previous boards, we must now plan responsibly for the future. Our infrastructure planning must align with existing by-right zoning. No new residential rezonings. We simply cannot afford it! I firmly oppose large-scale subdivisions pushed by big developers. We must continue to support a vision of Culpeper County that preserves prime farmland, protects historical sites, and provides adequate infrastructure for residents and businesses. While carefully planned growth is important to our future, it must be balanced against the need to preserve our rich heritage and quality of life.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
